Mashroui licence Fujairah: fee, rules, how to apply

What is the Mashroui licence in Fujairah?

Mashroui means "My Project": a commercial licence to practise an activity at home, still live in 2026. Dibba Al Fujairah Municipality lists it as "إصدار رخصة مشروعي", filed under commercial licences with individuals as the audience (Dibba Municipality, Arabic card). The English card spells it "Mashroi": "Issuing a license to practice activity at home (My Project)" (Dibba Municipality, English card).

It launched in September 2016 with the backing of Sheikh Mohammed Al Sharqi, Crown Prince of Fujairah, and 17 Emiratis had signed up within a month (The National, 2016). In June 2022 the Director of Fujairah Municipality said it lets citizens with little business experience run an economic activity from home, to raise the living standard of productive families (Emarat Al Youm, 2022).

Food is the main use. Dibba describes Mashroui as food and products sold from homes and marketed on social media (Dibba Municipality, 2021). In 2016 the eligible activities were reported as meals and sweets, clothing, handcrafts and incense (The National, 2016). No official list has been published since, so if you sell beauty products or crafts, ask whether your activity qualifies.

Who can get a Mashroui licence?

The two versions of the same official card disagree. Settle this first.

The Arabic card says Mashroui is "رخصة تجارية مخصصه للمواطنين المقيمين في امارة الفجيره لممارسة النشاط في المنزل": a commercial licence dedicated to citizens residing in the Emirate of Fujairah, to practise the activity at home (Dibba Municipality, Arabic card). المواطنين means UAE nationals.
The English card says only "Issuing a license to practice activity at home (My Project)", with "Target Audience: Individual" and no nationality condition (Dibba Municipality, English card).

Silence is not permission, and every other official statement points one way. Dibba's Ramadan permit card prices the market stall for "female national vendors" and names the Mashroui licence among the accepted documents (Dibba Municipality, Ramadan permits). Fujairah Municipality's director said in 2022 that the scheme lets citizens run an activity from home (Emarat Al Youm, 2022).

The 2016 press reports said the licence could be issued to Emiratis aged 21 and over, with those aged 18 to 21 needing their guardian's approval, and that it "should not be leased to others or used by expatriates, with the exception of workers at home" (The National, 2016). No current official page restates the age rule. Fujairah Municipality's general trade licence rule is 21, or younger with a court's approval (Fujairah Municipality portal, service 157), so check which one applies to Mashroui with the municipality.

Read together: Mashroui is for UAE nationals who live in Fujairah. If you are not one, do not apply on the strength of the English card. Ask the municipality in writing and keep the reply.

How much does Mashroui cost, and how do you apply?

Dibba publishes the full card (Dibba Municipality, Arabic card).

Fee to issue: AED 100. It is the only fee on the card.

Steps, in the card's order:

Attachments: Emirates ID, passport, health card, plot plan, lease contract.

The trade name is a separate fee. Dibba's general trade name card, which does not mention Mashroui, lists AED 100 for an Arabic name and AED 2,000 for a foreign or distinctive name (Dibba Municipality, trade name). Confirm the Mashroui name fee with Dibba before you pick one.

In 2016 the licence was reported to be exempt from the Fujairah Chamber of Commerce and Industry registration fee and other local fees (The National, 2016). No live official page confirms that today.

Renewal and cancellation

Dibba publishes a cancellation card with no attachments and no fee shown, although one of its steps is payment (Dibba Municipality, cancellation). There is no Mashroui renewal card: of Dibba's service cards 1 to 320, checked on 22 September 2026, only issue and cancel are Mashroui, and the general renewal card is addressed to companies (Dibba Municipality, renewal).

Dibba recorded 25 new and 18 renewed Mashroui licences in 2020 (Dibba Municipality, 2021) and 10 new and 9 renewed in the first half of 2022, out of 2,414 licences it handled in that period (Dibba Municipality, 2022). No count has been published since. Ask for the validity term and the renewal fee when you apply.

Does Fujairah city issue Mashroui, or only Dibba?

Fujairah Municipality handles it too, but publishes no fee.

Its live licensing catalogue opens with "حجز الاسم التجاري لمشروعي", trade name reservation for Mashroui, which asks for a passport copy, an ID copy and a signed form and issues a trade name certificate. The fee field shows only a placeholder (Fujairah Municipality portal, service 526). In 2024 the Fujairah Charity Society's Ghars centre also reported a Mashroui agreement with Fujairah Municipality to license its productive family participants to run their activity from home (Al Bayan, 2024).

The gaps: that package of 22 services has no card to issue, renew or cancel Mashroui (Fujairah Municipality portal, licensing). The municipality's 2023 services guide, over 250 service cards, mentions Mashroui once, for a Ramadan market permit (Fujairah Municipality, services guide 2023). The Rukhsati portal lists seven service guides in 2026, none for Mashroui or any home activity (Rukhsati). The emirate's business setup page on fujairah.ae does not mention Mashroui at all.

So in Fujairah city, reserve the name through Fujairah Municipality and ask what the licence costs. Do not assume Dibba's AED 100 applies.

What does a food business need on top of the licence?

The health card

It is one of the five Mashroui attachments, priced differently by each municipality. Dibba charges AED 50 new and AED 50 to renew, through Al Sharq Medical Centre or Salama Medical Centre, with a medical examination (Dibba Municipality, health card). Fujairah Municipality charges AED 50 new and AED 30 to renew, renewed every year, with Al Sharq Hospital as the linked provider (Fujairah Municipality, services guide 2023).

Inspection

Expect a visit. Dibba's inspectors check where food is prepared: cleaning and disinfection, food safety on receipt, during preparation and on display at safe temperatures, cross contamination, and pest control. It reported zero health violations across 43 Mashroui licences in 2020, and said most holders were housewives (Dibba Municipality, 2021). The Ramadan market permit

This is where Mashroui pays for itself. All three official sources put the Ramadan market permit at AED 150 for this group: Dibba prices it for female national vendors and accepts the Mashroui licence (Dibba Municipality, Ramadan permits); Fujairah Municipality prices it for supported projects, in its 2023 guide (services guide 2023) and on its live portal, which asks for a "commercial licence / Mashroui" (Fujairah Municipality portal, service 244).

For ordinary food establishments they disagree: AED 500 in the market and AED 100 in front of the premises in the 2023 guide and at Dibba, AED 300 for both on the live city portal. Daytime selling is AED 1,000 in all three.

The market is real. In February 2026 Al Bayan counted 28 Emirati productive families among about 60 participants (Al Bayan, February 2026); four days later the municipality said 63, under direct municipal supervision and health inspection (Emarat Al Youm, February 2026). Either way, get Mashroui in place well before Ramadan.

What can a non-national in Fujairah do instead?

Only two routes are published, and neither says it covers preparing food at home.

A regular mainland licence. Fujairah Municipality's economic licence requires GCC nationals and foreigners to appoint a local service agent who is a Fujairah citizen aged 21 or over, and foreigners also need a residency no objection letter. A villa lease needs planning approval. The fee "depends on the type of activity" (Fujairah Municipality portal, service 157). At Dibba, the issue card lists fees per activity, for example AED 2,315 for a cafeteria selling snacks and AED 2,815 for a restaurant, and some activities cost far more (Dibba Municipality, economic licence).

A Fujairah Creative City free zone licence. Creative City does not list a freelance permit among its packages. The Media Package costs AED 3,999, with up to 10 shareholders, 10 activities and a flexi desk, and no visa (Creative City, packages), although its company set-up page gives the same package 3 activities (Creative City, company set-up). A new fee schedule was approved by Decision No. 4 of 2026, published without figures (Creative City, 2026 fees), so ask Creative City for the current price. Its FAQ says licence holders can operate anywhere in the UAE (Creative City, FAQ).

Nothing on Creative City's site says its licence covers preparing food at home for sale. If food is your business, ask Fujairah Municipality in writing first. Design or content work fits the free zone more naturally. The UAE home business licence guide compares every emirate.

You get a storefront link to share, buyers order on iOS, Android or the web, and you offer pickup or delivery with the buyer paying the delivery fee. KLU takes 5% commission on completed orders plus 2% card processing and pays out weekly to a UAE bank account. Onboarding is in English and Arabic. How much is the Mashroui licence in Fujairah?

Can an expat get a Mashroui licence?

The Arabic card says it is for UAE nationals living in the Emirate of Fujairah. The English card does not mention nationality, but every other official statement, from the Ramadan permit card to the municipality director's 2022 remarks, points to nationals only. Ask in writing before you pay.

Can I sell at the Fujairah Ramadan market with Mashroui?

Yes. Dibba charges AED 150 for female national vendors and accepts the Mashroui licence, and Fujairah Municipality charges AED 150 for supported projects, against AED 300 to AED 500 for ordinary food establishments.

Can I employ someone on a Mashroui licence?

No current official source says. The 2016 report mentioned workers at home only as an exception to the ban on expatriates using the licence. Ask the municipality.
